Description
Dean, Health Sciences functions as the divisional academic administrative and leader for the college's health sciences programs, tracks, and courses. As the divisional leader, the dean collaborates with other instructional deans and all areas of the college to meet institutional objectives. The dean develops broad, campus-wide coordination of educational opportunities for students. Furthermore, the dean provides innovative leadership and vision through oversight of all divisional activities, including assessment, development, planning, operations, program review, and continuous improvement. Additionally, the dean actively participates in college activities, professional development opportunities, and grant-writing processes.

Essential and other responsibilities and duties may include, but are not limited to, the following:
  
 Essential Functions: 


Provides leadership that encourages student learning, inspires quality, effective teaching, and cultivates meaningful programs of study.
Represents the Division of Health Sciences in the college planning processes, including prioritizing and making sound decisions based on data.
Establishes and maintains productive working and cooperative relationships with students, faculty, and staff within the college; mediates the grievance process for students and employees within the division.
Collaborates with other divisions and departments of the college to provide comprehensive credit and non-credit programs.
Provides overall guidance in the development, planning, and implementation of divisional goals, strategies, and policies related to the division.
Provides oversight for the development and administration of the divisional budget through a fair and justifiable allocation of resources, sound recommendations for equipment and personnel; maintains, approves, and monitors expenditures within divisional budget; and provides mid-year updates and adjustments as required.
Collaborates with administrative personnel throughout the college to ensure exceptional service in programming, support services, and marketing that promote programs and the college.
Ensures the continuity of the college's mission through new course offerings, innovative programs, and learning opportunities, as well as maintaining and evaluating the health of current programs as related to the needs of the community.
Assumes primary responsibility for college and state initiatives related to the division; maintains fair and equitable workloads for faculty; conducts evaluations of program directors/full-time faculty; facilitates discussions related to course evaluations; and coordinates administrative duties to include inventory, maintenance, and procurement for instructional equipment; oversees instructional syllabi, selection of supplemental materials/textbooks, and maintenance of student attendance and performance.
Works with the Human Resources department to coordinate the hiring activities for all full-time divisional faculty.
Partners with instructors, coordinators, and program directors to select and complete professional development goals and activities, including recommendations for in-service education, educational leave, and return to industry opportunities.
Provides oversight to correct deficiencies related to performance evaluations and program assessments.
Ensures the classroom environment, regardless of seated, online, or hybrid is appropriate for all student learners through equity, inclusion, and globalization.  
Teaches up to six contact hours per year and/or leads special projects as recommended by the Vice President of Instruction.
Seeks grant opportunities, with the help of the Director of Grants, to assist in program funding.
Develops and fosters positive working relationships with clinical sites; develops Memorandum of Understanding (MOU) agreements and contracts for clinical sites.
Establishes and maintains external relationships with business and industry, community, secondary and post-secondary institutions, and other appropriate agencies.
Manages all areas of Health Sciences, involving accreditation of professional organizations and agencies; Ensures that programs comply with licensing bodies and regulations.
Maintains familiarity with accreditation agencies to include support of programmatic accreditation when applicable, and the College’s accrediting body as well as the North Carolina Community College System's standards and requirements and involves division members in actively participating in evaluation and improvement of processes within the college.
Attends various meetings, seminars, and conferences; builds and fosters partnerships with community agencies as a representative of the college; stays abreast of new developments and technological advances as they pertain to the division.
Provides guidance and advice to students; helps students in the advising and registration processes.
Works with senior institutions of higher education to establish articulation agreements between institutions.
Supports the mission, vision, and values of the college.

Marginal Functions:

Serves on standing and ad hoc committees and focus groups; researches and develops recommendations related to academic and instructional programs; maintains contacts with business, industry, and professional organizations for the purpose of keeping instructional programs current.
Participates in the development and delivery of public information efforts. 
Supports college functions and cultural activities.
Acts as a representative of the Vice President of Instruction when requested.
Performs other duties as assigned that support the mission and initiatives of the college.

Qualifications and Working Conditions
Knowledge of:

Organizational and management practices as applied to planning, analysis and evaluation of divisional programs, procedures, and operational needs.
Principles and practices of budget preparation and administration.
Principles and techniques of instruction, including the use and implementation of the UDL framework.
Principles and techniques of supervision, training, and performance evaluation.

Select, supervise, train and evaluate instructional faculty.
Prepare the division's budget and effectively manage the resources of the division.
Prepare clear and concise administrative and financial reports.

Communicate clearly and concisely, both orally and in writing.
Establish and maintain productive working relationships with others in the course of work.
Interpret, explain, and enforce divisional procedures.

Environmental Conditions:

The dean should have the ability to effectively handle a work environment and conditions which involve an office and classroom workspace and working closely with others.

The dean must maintain the office and teaching environments by maintaining equipment and supplies, ensuring overall cleanliness, functionality, and conformance to OSHA standards to provide a safe work environment.

Physical Conditions:

Physical and marginal functions require the ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include the following: standing, walking or sitting for extended periods, moderate lifting and carrying, general manual dexterity, operating assigned equipment, and extended exposure to computer screens.

The dean is required to maintain effective audio-visual discrimination and perception needed for making observations, reading and writing, operating assigned equipment, communicating with others, and handling varied tasks simultaneously.

Additionally, the dean must maintain mental capacity, which permits making sound decisions and using good judgment, demonstrating intellectual capabilities, and evaluating the effectiveness of programs and personnel.

Scheduling Conditions:

This is a full-time, 12-month position, which requires the employee to be on campus or at an approved alternate location for at least thirty-six hours per week, Monday through Thursday, 8:00am-5:00pm, and Friday, 8:00am-12:00pm. This position generally works daytime hours but has the potential for occasional evening or weekend hours. 

Traveling Conditions:

Local travel between the Caldwell campus, Watauga campus, or any off-campus sites, may be needed. Out of state travel is limited but may be required for training and conferences.

Experience and Training
Experience:

At least five (5) years of administrative experience within instructional programs.

At least five (5) years of teaching experience at a post-secondary level.

Experience in community college administration and instruction; with the Southern Association of Colleges and Schools Commission of Colleges; with the North Carolina Community College System's standards and requirements; and/or with administrative oversight of Carl D. Perkins funds is preferred.


Education:

Master’s degree from a regionally accredited college or university.
